1. Executive Statement
Prodesign Engineering Company Limited is fully committed to maintaining the highest standards of Health, Safety, and Environmental (HSE) performance throughout all business operations. Since our establishment in 2007, we have recognized that our most valuable assets are our people, clients, and the communities in which we operate. The management team believes that no activity is so urgent or important that it cannot be carried out safely and responsibly. Our philosophy is founded on the principles of Precision, Passion, and Prodesign—values that shape every aspect of our work and culture.
2. Scope and Applicability
This HSE Policy applies to all Prodesign Engineering operations, including field and office-based activities in the Kurdistan Region and Iraq. It covers employees, contractors, subcontractors, visitors, and suppliers involved in surveying, geotechnical, civil design, and infrastructure-related projects. The policy also applies to all temporary and permanent works carried out under Prodesign’s supervision.
3. HSE Objectives & Targets
• Achieve and maintain ZERO harm to people, assets, and the environment.
• Comply with all applicable legal and regulatory HSE requirements and client standards.
• Enhance employee awareness and competency through continuous HSE training and development.
• Reduce environmental impact through waste reduction, pollution prevention, and energy efficiency initiatives.
• Conduct regular audits and management reviews to ensure continual improvement in HSE performance.
• Promote a proactive HSE culture where all employees take ownership of their safety and that of their colleagues.
4. Roles and Responsibilities
The success of this policy depends on clear definition and execution of roles and responsibilities across all levels of the organization. Management: – Lead by example and demonstrate visible commitment to HSE principles. – Provide adequate resources, equipment, and training to ensure safe work practices. – Integrate HSE considerations into planning, design, and operational
decision-making. Supervisors: – Ensure compliance with HSE procedures on site. – Conduct regular
inspections and safety briefings. – Stop unsafe work immediately and report hazards to management. Employees and Contractors: – Work safely and follow all established HSE rules and procedures. – Report hazards, near misses, and incidents immediately. – Participate in HSE training, toolbox talks, and emergency drills. – Take personal responsibility for their own safety and that of others.
5. Risk Management Framework
Prodesign applies a systematic approach to identifying, evaluating, and controlling HSE risks using the following process: – Hazard Identification: Recognizing potential sources of harm during project planning and execution. – Risk Assessment: Evaluating likelihood and consequence to prioritize mitigation measures. – Control Measures: Applying the hierarchy of controls (elimination, substitution, engineering, administrative, and personal protective equipment). – Review and Monitoring: Ensuring risk controls remain effective and updated throughout project life cycles.
6. Operational HSE Management
Prodesign implements operational controls to ensure safe and efficient execution of field and design activities, including: – Permit to Work system for high-risk operations (excavation, hot work, confined space, electrical, and lifting activities). – Regular site inspections, equipment maintenance, and calibration programs. – Daily toolbox meetings to communicate safety expectations and
project-specific hazards. – Vehicle and driving safety management in line with local and international standards. – Incident and emergency preparedness through drills and scenario-based training.
7. Health Management
Prodesign promotes a healthy and productive workforce through preventive health programs, first aid readiness, and workplace hygiene. The company conducts pre-employment and periodic medical assessments, ensures proper hydration and rest during extreme weather conditions, and manages fatigue to prevent human error. Smoking, drug, and alcohol policies are strictly enforced to maintain safe and responsible behavior.
8. Environmental Protection
Prodesign is committed to operating in an environmentally responsible manner. Our environmental objectives include: – Minimizing waste generation and maximizing recycling. – Managing chemicals and fuels safely to prevent spills and contamination. – Reducing emissions and conserving energy through sustainable design and operations. – Restoring and rehabilitating sites after completion of works to protect local ecosystems.
9. Emergency Preparedness and Response
The company maintains detailed emergency response procedures for fire, explosion, medical incidents, oil or chemical spills, and natural disasters. 10. Training and Competence
All Prodesign personnel, including contractors, receive comprehensive HSE induction and
job-specific training. Competence is evaluated through assessment, observation, and performance reviews. Continuous learning and knowledge sharing are encouraged through refresher courses, HSE bulletins, and safety campaigns.
11. Incident Reporting and Investigation
All incidents, near misses, and unsafe conditions must be reported immediately to supervisors. Prodesign applies structured investigation methods such as the ‘5 Why’s’ and Root Cause Analysis to identify underlying factors and prevent recurrence. Lessons learned are communicated across all teams to strengthen the company’s HSE culture.
12. Continuous Improvement and Auditing
Prodesign continuously monitors and measures its HSE performance using key performance indicators (KPIs) such as incident frequency rate, audit findings, training hours, and environmental compliance. Corrective and preventive actions are implemented to address any gaps, ensuring sustained improvement across all operations.
13. Management Review and Commitment Renewal
The Management Team conducts at least one formal review per year to evaluate the effectiveness of this HSE Policy and the company’s overall performance. Updates are made to reflect organizational, legal, or operational changes. This document represents Prodesign’s ongoing
